Last updated: September 2026 | State-licensed operators only | 21+ in all regulated states

The US online casino industry just crossed a threshold that nobody predicted five years ago. In Q1 2026 - January through March alone - the seven states with licensed online casinos generated more than $3 billion in gross gaming revenue, the first time in history a single quarter has reached that figure. The full year 2025 produced $10.73 billion, up 27.6% from 2024. The American Gaming Association's State of the States 2026 report, published in May, confirmed that iGaming revenue surpassed land-based casino revenue in both Pennsylvania and New Jersey for the first time ever.

These are not projections. They are audited figures from state gaming authority reports filed by licensed operators under oath.

The industry also produced several moments in 2026 that no competing guide has covered accurately. New York's iGaming bill - the most anticipated US gambling legislation of the decade - collapsed in May when Governor Kathy Hochul refused to back it despite the bill clearing committee. DraftKings and FanDuel quit the American Gaming Association in March over a dispute about prediction markets. ESPN Bet rebranded to theScore Bet after Penn Entertainment terminated its ESPN partnership in November 2025. bet365 entered Michigan in April 2026, filling the state's final available licence slot.

This guide covers all of it - plus the information you actually need before depositing: which states have legal casinos, which operators are licensed in each, how US casino bonuses differ from any market in the world, what the 2026 OBBBA tax changes mean for your winnings, and a direct operator-by-operator breakdown of genuine strengths and documented weaknesses.

The fundamental question: is online casino gambling legal in your state?

Real-money online casino gambling is legal in exactly seven US states as of September 2026. This is the most important fact on this page. No amount of operator marketing, no offshore site's claims, and no VPN changes this.

StateLegal SinceLicensed OperatorsMin. AgeState Tax on Winnings
New JerseyNovember 20132621+None
DelawareNovember 20133 (state lottery)21+Varies
PennsylvaniaJuly 20191221+3.07%

MichiganJanuary 20211521+4.25%
ConnecticutOctober 2021221+None
Rhode IslandMarch 20241 (BetMGM exclusive)18+None

You must be physically located within the state's borders when playing. Residency is not required. Geolocation technology in every licensed app verifies your physical presence at each session login. VPNs do not work - state gaming authorities require all licensed operators to block circumvention attempts.

The state not on the list that everyone asks about

New York is not on the list, and it will not be legal in 2026. Senator Joseph Addabbo reintroduced Senate Bill S2614 in January 2026 - a comprehensive iGaming framework proposing a 30.5% tax rate. The bill passed committee hearings and had the votes in both chambers. Governor Kathy Hochul refused to sign it. Addabbo confirmed in May 2026 that the bill was dead for the 2026 session.

New York remains the largest untapped iGaming market in the world. Its sports betting market has already demonstrated enormous consumer demand - generating billions in handle since launching in January 2022. Operators and analysts project that NY iGaming, when it eventually launches, would instantly become the largest US iGaming state. The earliest realistic launch date is 2027, and only if a future legislative session produces a bill Hochul or her successor supports.

Maine: the eighth state arriving

Maine passed iGaming legislation in 2025, making it the eighth US state to legalise online casino gaming. The regulatory framework is being developed and operator licensing is underway. Launch is expected in late 2026, though operational delays are common in new iGaming states. Maine's market will be smaller than the established states - the adult population of 1.1 million puts it closer to Rhode Island than to Pennsylvania - but it marks the first US iGaming expansion since Rhode Island launched in March 2024.

The market in numbers: 2026 data

These figures are sourced from the American Gaming Association's State of the States 2026 report, state gaming authority monthly releases, and publicly filed operator earnings reports.

Cross-sell conversion rate (sports to casino)20–25%Industry data

The cross-sell story is the most important commercial dynamic in US iGaming. A sports-betting-only customer generates approximately $400–$600 per year in GGR. A customer who uses both sports betting and casino generates $1,800–$2,500 per year - three to five times more. This is why FanDuel, DraftKings, and BetMGM have invested so heavily in casino product development. Conversion rates from sports bettors to casino players have risen from roughly 12% in 2021 to 20–25% in early 2026. Every percentage point of conversion gain represents hundreds of millions in revenue across the operator field.

The 2026 events that reshaped this market

DraftKings and FanDuel quit the AGA

In March 2026, DraftKings and FanDuel resigned their memberships in the American Gaming Association - the US gambling industry's primary trade body. The reason: a dispute over the AGA's position on prediction markets, which the two operators opposed and which the AGA declined to actively fight.

This is not an abstract industry governance story. It signals that the two largest US iGaming operators believe their interests are now diverging from the traditional casino industry's interests. For players, it means the two most important US online casino brands are operating independently of the industry's main lobbying vehicle during the most consequential legislative period US gambling has faced.

ESPN bet becomes theScore bet

In November 2025, Penn Entertainment terminated its partnership with ESPN - ending the ESPN Bet branded sportsbook that launched in late 2023. The platform rebranded to theScore Bet in early 2026. This is relevant for the US casino market because Penn National's licence in Pennsylvania hosts DraftKings, BetMGM, Fanatics, and Hollywood Casino - Penn's own direct consumer product that was previously ESPN Bet is now theScore Bet.

BetMGM reaches EBITDA positivity

BetMGM reached adjusted EBITDA positivity for the first time in Q3 2025 - posting $41 million on $667 million in revenue, a milestone that had eluded the joint venture for years of heavy investment. Q1 2026 confirmed the trajectory: $696 million in quarterly revenue with iGaming described by Entain as the principal driver. BetMGM is no longer a startup burning cash for market share. It is now a profitable business with casino as the lead product.

New York iGaming dies for the fifth consecutive year

Senate Bill S2614 - the most comprehensive New York iGaming bill ever introduced - died in May 2026 when Governor Hochul refused to support it. The bill would have created a 30.5% tax rate, licensed existing sportsbook operators plus tribal entities, and permitted slots, table games, live dealer games, and poker. Addabbo had votes in both chambers. Hochul's opposition was the only barrier. It is now the fifth consecutive year New York has failed to pass iGaming legislation, despite being home to the most lucrative untapped online casino market in the world.

How US casino bonuses work: the full picture

This is the section most US casino guides get wrong. Here is the complete, honest picture.

No national wagering cap

Unlike the UK, which introduced a 10x maximum wagering requirement in January 2026 under UKGC Social Responsibility Code 5.1.1, the US has no national wagering requirement cap. Each state gaming authority sets its own standards, and most set none. Wagering requirements of 15x, 20x, and 25x are common and completely legal in the US.

This matters: a $1,000 deposit match at 25x wagering demands $25,000 of total gameplay before withdrawal eligibility. At a 96% RTP slot, the expected loss during clearing is $25,000 Γ— 4% = $1,000 - exactly equal to the bonus. The bonus expected value is approximately zero.

The best US bonuses carry 1x wagering - BetMGM's $25 on the House and Caesars' $10 free are both 1x. These are genuinely exceptional by any global standard.

Why winnings from US casino bonuses are taxable

This is the critical difference from UK gambling that every US casino guide ignores. In the UK, gambling winnings - including bonus winnings - are completely tax-free. In the US, all gambling winnings are ordinary income at the federal level regardless of source. This includes casino bonus winnings that you successfully withdraw.

If you win $500 from BetMGM's $25 no-deposit bonus (phenomenally lucky, but theoretically possible within the house odds) and you withdraw it, that $500 is taxable income at your federal marginal rate. Pennsylvania players also owe 3.07% state tax on it. Michigan players owe 4.25%.

This does not mean bonuses are not worth claiming - they are. It means calculating real bonus value requires factoring in the tax dimension that no US casino comparison site addresses.

The 2026 OBBBA tax changes for casino players

Effective January 1, 2026, the One Big Beautiful Bill Act changed how gambling losses are treated on federal returns:

Old rule: You could deduct 100% of gambling losses against gambling winnings, if you itemise deductions.

New rule: You can deduct only 90% of gambling losses against winnings. The remaining 10% of losses is non-deductible - creating "phantom income" on which federal tax is owed even when you are a net loser.

Practical example: A player wins $50,000 in US online casino play in 2026 and loses $50,000. Previously: zero net gambling income, zero tax. Under the OBBBA: $45,000 deductible (90% Γ— $50,000), $5,000 phantom taxable income. At a 22% federal rate: $1,100 federal tax owed on money never actually earned.

The W-2G threshold change: The OBBBA raised the automatic W-2G reporting threshold for slot machine wins to $2,000 (from $1,200). This means fewer automatic tax paperwork moments at the casino level - but all winnings remain taxable regardless of whether a W-2G is issued. Keep session records.

US casino withdrawals: what actually happens

Understanding withdrawal mechanics before you deposit is essential. Here is the honest picture by method.

The fastest methods

PayPal: Available at FanDuel, BetMGM, DraftKings, Caesars, bet365, Borgata, and Golden Nugget. Processing times for verified accounts range from 20 minutes to 24 hours. FanDuel is consistently the fastest, with same-day processing reported by the majority of verified account users.

Venmo: Available only at FanDuel among major US licensed operators. Same-day processing. If you use Venmo regularly, FanDuel is meaningfully differentiated from every competitor on this single metric.

PayNearMe / Play+ Prepaid Card: Available at most operators. 1–2 business days to load a prepaid card; instant if you have the card in hand.

Standard methods

ACH Bank Transfer (Online Banking): The most widely available method at all US licensed casinos. Processing time: 1–5 business days depending on the operator and your bank's processing schedule. Weekend submissions may not process until Tuesday. This is the default method for players without PayPal or Venmo - and the one most associated with complaints about slow payouts.

VIP Preferred (e-check): 2–5 business days. Available at several operators as an enhanced ACH option.

Slowest methods

Check by Mail: 7–14 business days. Available at most operators. Useful for large withdrawals where no e-wallet is available, but genuinely slow.

Wire Transfer: Fast on the casino's end; bank processing adds 1–3 days.

The first withdrawal reality

Every licensed US casino is legally required by state gaming authorities to verify player identity before processing a first withdrawal. This is a Know Your Customer requirement under both state gaming law and federal Bank Secrecy Act obligations - it cannot be bypassed.

Required documents at standard first withdrawal:

  • Government-issued photo ID (driver's licence or US passport)
  • Social Security number - last four digits as standard; some operators require the full nine digits
  • Residential address verification in some cases
  • Source of funds documentation for larger withdrawal amounts

First verification typically takes 24–72 hours. Complete it immediately after registration - before you play, not when you want to withdraw.

How US casino games differ from other markets

The provider landscape

State gaming authorities approve each game title individually before it can appear at any licensed casino. This creates a smaller approved game catalogue than offshore markets - typically 400–3,000 titles at US operators versus 3,000–5,000+ at international casinos.

The approved providers in US licensed states include Evolution (live casino, game shows), Light & Wonder (formerly Scientific Games), IGT, Everi, Playtech (at bet365 in NJ, PA, MI), NetEnt/Red Tiger (through Evolution ownership), and a growing number of others gaining state approvals.

What this means practically: Some popular European slot providers - Play'n GO, Pragmatic Play in some states, Hacksaw Gaming - are not yet approved across all US states. bet365 carries the widest approved game library in the US at 3,000+ titles, significantly ahead of most competitors.

Live casino in the US

Evolution operates physical live dealer studios within licensed US states - in New Jersey's Atlantic City area, in Southfield Michigan, and serving Pennsylvania through its US network. This geographic anchoring means that when you play live blackjack at a licensed US casino, the dealer is physically in the United States, regulated by the same state gaming authority as the platform you're playing on.

This is genuinely different from offshore alternatives, where live dealer content is typically produced in Riga, Latvia or Manila - outside any US regulatory jurisdiction.

RTP and game configuration

US casinos are not required to publish individual game RTP figures, and most don't. This is a transparency gap compared to the UK market, where operators like PlayOJO and Betway display configured RTPs. Bet365 is the notable exception among US operators - its global platform displays game information including configured RTPs, accessible through the game information panel.

Sweepstakes casinos: the alternative for players in unlicensed states

For players in the 43 states without licensed real-money online casinos, sweepstakes casinos operate legally under federal promotional sweepstakes law rather than gambling law. They use a dual-currency model: Gold Coins (for fun play, no cash value) and Sweeps Coins (redeemable for real cash prizes).

The critical 2026 update: The sweepstakes casino legal landscape has shifted dramatically. Six states enacted bans in 2025–2026:

  • New York - banned December 2025 (New York simultaneously banned sweepstakes casinos and failed to pass real-money iGaming legislation, leaving NY players with no online casino alternative)
  • Indiana - banned 2026
  • Maine - banned 2026 (ahead of its own iGaming launch)
  • Tennessee - banned September 2026
  • Louisiana - banned 2026
  • Oklahoma - banned 2026

Additionally: California, Connecticut, Delaware, Idaho, Michigan, Montana, New Jersey, and Washington state are also unavailable for sweepstakes casinos.

Approximately 33 states remain available as of September 2026. Always verify your specific state before registering at any sweepstakes platform.

Top sweepstakes platforms (where legal): Crown Coins (268,000+ Trustpilot reviews, "Excellent" rating - the most-reviewed sweepstakes casino), Pulsz (700+ games), WOW Vegas (1,800+ games), McLuck, Stake.us, Funrize.

Responsible gambling: the US resource guide

Problem gambling affects an estimated 1–3% of US adults - approximately 6–9 million people. Resources are available in every state, and all state-licensed operators are required to provide responsible gambling tools as a condition of licensing.

National resources

National Problem Gambling Helpline: 1-800-522-4700. Free, confidential, 24 hours a day, 7 days a week. Operated by the National Council on Problem Gambling (NCPG).

Crisis Text Line: Text "HELLO" to 741741. Available 24/7 for text-based crisis support.

NCPG online chat: ncpgambling.org/chat. Web-based chat support.

Gamblers Anonymous: gamblersanonymous.org. Peer support groups nationally and online.

Self-exclusion

Unlike the UK's national GAMSTOP scheme - a single registration that covers all licensed UK operators - the US has no national self-exclusion programme. Each licensed state maintains its own:

  • New Jersey: nj.gov/oag/ge/sele.html
  • Pennsylvania: gamingcontrolboard.pa.gov/player-resources/iexclusion/
  • Michigan: michigan.gov/mgcb/player-safety (helpline: 1-800-270-7117)
  • West Virginia: wvlottery.com/responsible-gaming/
  • Connecticut: portal.ct.gov/DCP/Gaming-Division

A self-exclusion in one state does not automatically cover other states. Players who use casinos in multiple licensed states must register separately in each.

Tools at all licensed US casinos

State gaming authorities require all licensed operators to provide: deposit limits, loss limits, session time limits, reality check prompts, cooling-off periods, and self-exclusion. These tools must be accessible from within the player account without requiring customer support contact.

The US iGaming expansion pipeline: what's coming

Understanding what states might legalise online casinos - and when - matters if you live in an unlicensed state or are making long-term plans.

New York (most likely next, but not certain): Despite the 2026 bill's failure, the political environment is the most favourable it has been. Three downstate casino licences were awarded in December 2025 (Bally's Bronx, Resorts World NYC, Metropolitan Park). Those licensees have financial interest in iGaming authorisation. Senator Addabbo has indicated he will try again in 2027. New York launching iGaming would instantly create the largest US iGaming market.

Illinois: Active legislative discussions but no bill advancing in 2026. Chicago's land-based casino development complicates the political calculus.

Georgia: Online sports betting legislation has advanced; iGaming typically follows sports betting by 2–4 years.

Texas and California: Both remain deeply resistant to gambling expansion for structural political reasons. Neither is realistic in the near term.

The expansion pace reality: The US has added only one new iGaming state (Rhode Island) since Connecticut in 2021, plus Maine in late 2025 with a late 2026 launch target. The pace of expansion has slowed significantly from early projections. The $12 billion projected 2026 total comes almost entirely from existing states growing their existing markets - not from new state launches.

Frequently asked questions

Is online casino gambling legal in the US?

Real-money online casino gambling is legal in seven states: New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware, and Rhode Island. In all other states it is not legal for real money. Sweepstakes casinos are a legal alternative in approximately 33 states.

What happened to new York's online casino bill in 2026?

Senate Bill S2614, sponsored by Senator Joseph Addabbo, collapsed in May 2026 when Governor Kathy Hochul refused to support the legislation. Despite having votes in both the Senate and Assembly, the bill died without a floor vote for the fifth consecutive year. The earliest realistic New York iGaming launch is now 2027.

Which is the best US online casino right now?

FanDuel leads the US market by revenue in New Jersey and Michigan in 2026, with same-day PayPal and Venmo withdrawals that no competitor consistently matches. BetMGM has the best no-deposit offer ($25, 1x wagering) and the largest jackpot network. DraftKings has the best app design. bet365 has the largest game library (3,000+ titles in NJ, PA, and MI).

Do i have to pay tax on US casino winnings?

Yes. All gambling winnings are ordinary income at the federal level. The 2026 One Big Beautiful Bill Act restricts the gambling loss deduction to 90% of winnings - previously the full 100% was deductible. State taxes apply in Pennsylvania (3.07%), West Virginia (6.5%), and Michigan (4.25%). New Jersey, Connecticut, and Rhode Island do not tax gambling winnings at the state level.

What is the best no-deposit casino bonus in the US?

BetMGM leads with $25 on the House requiring only a single wager of the bonus amount before any winnings are accessible after deposit - the most player-friendly structure available at any licensed US operator. Borgata offers $20 (1x wagering) and Caesars offers $10 (1x wagering). All three require a subsequent deposit before winnings can be withdrawn, but the no-deposit credits are genuine risk-free play.

How do i know if a US casino is legitimate?

Check the licensing register of the relevant state gaming authority directly: NJ at njdge.gov, PA at gamingcontrolboard.pa.gov, MI at michigan.gov/mgcb, WV at wvlottery.com, CT at portal.ct.gov/DCP. Any operator not on these lists is not legally operating in that state. Do not deposit at unlisted operators regardless of their marketing claims.

What is the difference between a sweepstakes casino and a real-money casino?

A real-money casino is licensed by a state gaming authority and allows genuine monetary deposits and withdrawals. A sweepstakes casino uses a dual-currency model (Gold Coins for fun play, Sweeps Coins redeemable for prizes) that operates under federal sweepstakes law rather than gambling law, making it available in states without real-money casino licensing. Sweepstakes casino winnings are still taxable income.

Which US online casino pays out the fastest?

FanDuel processes PayPal and Venmo withdrawals same-day for verified accounts - the fastest in the regulated US market. BetMGM, DraftKings, and Caesars process PayPal within 24 hours. First withdrawals from any operator take longer due to mandatory identity verification.
